I used special putty on a timber window 2 months ago and it still hasn't hardened. what could be the cause?

I've used it previously and it went hard in a few days. It's happened twice now. I reworked the whole batch after the first time. The marks show where I've pushed on it with my finger nail. Will it harden if I just paint it?

Linseed Oil Putty is and has always been very slow drying. Although Linseed Oil putty will start to skin over within a week or two it can take many many months, sometimes over a year to harden. We recommend allowing at least 2-3 weeks before painting with an Oil based undercoat followed by either Oil or Water based Top coats.
