When priming timber window frames before glazing is all purpose water based undercoat suitable?

There is nothing advising use on the packaging but the Bostik equivalent states oil base undercoat to be used.

An oil based primer or undercoat is best used on the timber frame rebate.You should also ideally use an oil based primer/undercoat over the putty before applying any top coats.Linseed oil putty should be left for at least 2 to 3 weeks to skin before applying the oil based undercoat. Top coats of either oil or water based paints can then be applied.
